In short: Spain updates the minimum training requirements underpinning the automatic recognition within the EU of qualifications in nursing (general care), dentistry, pharmacy and veterinary medicine (RD 325/2026, in force since 24 April 2026).
Royal Decree 325/2026 amends RD 581/2017 —which transposed Directive 2005/36/EC on the recognition of professional qualifications— to align the minimum training content with the most recent EU directives (e.g. digital health, person-centred care, the "one health" concept).
Who it affects: professionals holding a qualification in one of these four fields obtained in another EU/EEA state, whose recognition in Spain follows the automatic route of the EU regime.
What does NOT change: the decree updates the content of the reference training, it does not create a new procedure. The actual recognition process is handled by the competent ministry (Ministry of Health for healthcare professions). Note on Health Sciences and the general university degree recognition route (RD 889/2022): Additional Provision 1 of RD 889/2022 expressly states that "the recognition of foreign university degrees corresponding to Spanish official degrees certifying a Health Sciences specialisation shall be governed by its specific regulations". This means medical specialists and other healthcare specialists with a non-EU qualification do not go through the Ministry of Universities (RD 889/2022) but through the Ministry of Health (Royal Decree 459/2010).
