In short: The certifications from the Honduras consulate in Madrid are documents that certify Honduran data, laws or documents and that Spanish authorities ask for. Each one costs USD 50 and is requested with a free appointment. For a minor, one parent attending is enough.
In person or by representative? The Consulate explains that for a minor the appointment is in the minor's name but one parent is enough. For an adult, the page asks for the physical Honduran DNI and does not say whether someone else may do it for you: confirm with the Consulate before going.
